WoW Forever leveling: the 1–60 journey with a thousand new quests, the zones and their published level bands, the Legacy and food bonuses — and what no route guide can know yet

WoW Forever leveling is the game. Blizzard's What's Next recap says so in its own terms — 'leveling remains just as important as endgame, effort continues to matter, and rewards come from playing the game: leveling up, running dungeons, making friends, exploring the world' — and then sets the constraints: 'no flying mounts, no level scaling, and a continued focus on challenge, preparation, communication, and cooperation.' The cap is 60, as in the original, and 'more than a thousand new quests' are 'woven throughout the level 1–60 journey'.

What this page can tell you is everything Blizzard has published about that journey: the zones and the two level bands it has stated, the systems that speed leveling (Legacy's Well Rested talent, food with 'a small experience bonus'), the mount-cost change, and the ship routes that connect the new zones. What it cannot tell you is a route, an XP-per-hour figure, or a 'fastest way to 60' — nobody has played the game, and the beta that opens on 17 September is the first place anyone will. Every quotation is from Blizzard's four Forever documents and the product page, read 16–17 September 2026; where a number is missing, the page says 'not published' rather than borrowing Classic's.

The shape of 1–60: a thousand quests, four new places, the old world kept

'Your adventure begins across the Eastern Kingdoms and Kalimdor with new and reimagined regions, unfinished corners of the original world, and more than a thousand new quests woven throughout the level 1–60 journey. You'll help restore Hyjal, uncover forgotten history in Shen'dralas, build a future on the Riverglades frontier, and take your first steps through Zephras Isle.' The product page rounds it to 'over 1000+ new quests, new dungeons, and new secrets hidden around all corners'.

The word 'woven' matters for a leveller: the new quests are not a new 1–60 path beside the old one but additions across it, including to zones that already existed. The Found Photos recap names two: 'Wetlands gains quests and opportunities to build upon existing characters and threads, while Desolace's centaur faction quests receive additional content and faction rewards.' Starting zones also gain 'profession hooks, recipes, and small moments' (Deep Dive). So a Classic route through the old zones still works, and is now denser.

Level bands Blizzard has published — and the ones it has not

Two bands are stated. Zephras Isle: 'an elemental skybound starting experience from levels 1 through 12' — the Skyborne starting zone, requiring the Heroic Pack. The Riverglades: 'more than 150 new quests across much of the mid-30s to mid-40s experience' (the Deep Dive's 'nearly 200' is the other published count; this site shows both). Mount Hyjal and Shen'dralas have no published level band; Hyjal is 'the aftermath of Archimonde's defeat' with the Hyjal Summit raid at its top, and Shen'dralas is 'a long-hidden mystery between Mulgore and Desolace', reached 'South of Desolace through the Valley of Bones'.

The nine new dungeons do have official levels — not from the panels but from a forum post by Blizzard's Kaivax on 15 September 2026, which also corrected a wrong Krol'dok range in the BlizzCon materials: Hall of Thanes 13–18, Ruins of Lordaeron 15–20, Excavation Site: Wetlands 24–29, City of Dalaran 28–33, Drowned City 35–40, Krol'dok Stronghold 40–45, Alcaz Prison 48–53, Blackmaw Hold 55–60, Shaper's Terrace 58–60. That is one new dungeon roughly every seven levels from 13 upward, with two at the cap — the dungeons page has the table and the post.

What speeds leveling: Legacy, rested XP, food

The Legacy system is the leveller's system by design — it 'grew out of one of the team's favorite parts of Hardcore: seeing so many players constantly leveling', and is 'designed to make leveling alternate characters (alts) more exciting, emphasize the journey over the destination'. Its published leveling perk is in the Adventure tree: 'the "Well Rested" talent to increase rested experience gains and raise the rested experience cap, making it especially useful for leveling alts.' Points are 'shared across all alts' and 'up to 65 Legacy Points' can be earned 'at the start', with a 16-point spend cap per character.

Food is the second published bonus: 'adjusted crafted food that can grant a small experience bonus and stat boosts', refreshed at campsites. And the mount change removes a Classic leveling milestone's cost: 'World of Warcraft: Forever is also adopting the Burning Crusade-style mount-cost approach, shifting the up-front mount cost into training and granting a mount when players learn the riding skill.' The riding level is not published; the Skyborne Heroic Pack's Cerulean Prideclaw mount still 'requires the riding skill'.

  • Crafted food: 'a small experience bonus' — percentage not published.
  • Mount: cost moved into riding training; a mount is granted with the skill.
  • Campsites: one-hour buffs after sitting; profession objects (Attack Power, Spirit, Intellect variants).

No level scaling, no flying: what that does to a route

'No flying mounts, no level scaling' is a leveling rule as much as a design value. Without scaling, zones have fixed bands and a character outlevels them; without flying, travel time is part of the route. The published travel changes are ships: 'Stormwind Harbor–Auberdine', a Menethil/Southshore/Auberdine circuit, and a new route from Steamwheedle Port in Tanaris to the Riverglades (Found Photos recap) — the last one is how a mid-30s character reaches the new zone. The Riverglades page maps the route.

Blizzard's own framing of pace is the 'roughly 10-15 seconds to defeat' an ordinary creature line from the What's Next recap and the statement that dungeons 'stay tactical'. Those are design statements, not XP rates. A leveling time to 60 is not published, and the Classic figure would not transfer: the new quests, the food bonus, the rested changes and the mount change all move it.

Leveling as an alt: the Legacy loop

Forever's answer to 'why level again?' is Legacy Challenges: 'Players earn Legacy Points by completing Legacy Challenges across several categories, with examples including leveling a specific class or reaching a particular skill milestone.' Each alt earns for the account and spends for itself — 'Legacy Points are shared across all alts, while each character spends those points separately in their own trees' — so a second character starts with the pool the first one built and its own empty trees. The Reward Track adds cosmetics ('such as the Spectral Bear Cub') for points beyond the spend cap, 'without providing a competitive gameplay advantage'.

The one wall is Hardcore: points flow out of it, never in. A Hardcore alt (available 'after launch') levels without the pool. The Legacy page has the trees and the cap arithmetic; the Hardcore page has the wall.

What a Classic leveller will recognise, and what is new

Recognisable: the 1–60 cap, the 1.12 talent structure, the zone map of the Eastern Kingdoms and Kalimdor, fixed zone levels, the absence of flying, the pace. New: a thousand quests spread across it, four new places (one a paid starting zone), a rested-XP talent, food with XP, a mount granted with the riding skill, campsites, and a system that pays you for every alt. Transmog has a leveling rule of its own: 'Low-level characters also cannot use high-level appearances until level 60, when level restrictions are removed for valid appearances in the collection.'

The vs-Classic page sets every stated difference in a table. For a leveller, the practical difference is density: the same roads with more reasons to stop, which is what Blizzard means by 'the journey before the destination'.

The beta will answer the route question — this page will not pre-empt it

The beta runs 17 September – 21 October 2026 for Skyborne Epic Pack and Warcraft Forever Collection owners, with Blizzard's Beta Opt-In for a chance at an invitation. Its client contains the zones, the quests and the XP tables; within days, players will publish level bands for Hyjal and Shen'dralas, and datamining sites will publish the numbers. This site's rule is to quote Blizzard's articles and the game as it can be seen — so a beta-observed level band will appear here labelled as observed in beta, with the date, and will be replaced by Blizzard's figure if one is published.

Until then, the only leveling advice this page will give is the one Blizzard's material supports: pick the faction and race first (the races page), take the Legacy Adventure tree's Well Rested early if you plan alts, learn a profession to 20 for the first campsite object, and read the Riverglades page before your mid-30s so the new ship route is not a surprise.

  1. Faction and race — fixes your starting zone (Zephras Isle 1–12 only for Skyborne pack owners).
  2. Legacy: spend toward Well Rested if you will level more than one character.
  3. Profession to skill 20 — the first campsite object; food buffs at campsites.
  4. Riding skill — a mount comes with it; the level is not published.
  5. Mid-30s: the Riverglades via the Tanaris ship route, with the Drowned City (35–40) and Krol'dok Stronghold (40–45) as the dungeons of that stretch; Hyjal and Shen'dralas bands unknown until beta.

Questions this page is waiting to answer

Hyjal's and Shen'dralas's level bands. The riding level and cost. The food bonus percentage. The Well Rested numbers. Quest counts by zone beyond the Riverglades. Whether the Darkspear Islands battleground has a level bracket.
